建设项目设计概算是确定和控制建设项目全部投资的文件，是编制固定资产投资计划、实行建设项目投资包干、签订承发包合同的依据，是签订贷款合同、项目实施全过程造价控制管理以及考核项目经济合理性的依据。

设计概算投资一般应控制在立项批准的投资控制额以内；如果设计概算值超过控制额，必须修改设计或重新立项审批；设计概算批准后不得任意修改和调整；如需修改或调整时，须经原批准部门重新审批。

The design estimate of a construction project is a key document used to determine and control the total investment of the project. It serves as the basis for preparing fixed asset investment plans, implementing lump-sum project investment control, and signing construction contracts. It also underpins loan agreements, cost control throughout the project lifecycle, and the evaluation of the project’s economic viability.

In principle, the investment reflected in the design estimate should remain within the approved investment cap established at the project approval stage. If the estimate exceeds this limit, the design must be revised or the project must undergo re-approval. Once approved, the design estimate must not be altered arbitrarily; any necessary revisions or adjustments must be re-approved by the original approving authority.
